RBI Vacancy 2020 Rules:

  1. The contract entered into with the Bank will be valid for 3 years from the effective date of the contract. There will be no renewal for the commitment after the end of the contract period.
  2. It will be the BMC’s duty to attend the dispensaries during the aforementioned service hours (or for a longer period that the Bank may decide) excluding holidays except days declared as holidays for the purposes of semi-annual closing. and annual closure subject to the condition that the dispensary is not kept closed for two consecutive days. The Bank may use the services of the BMC beyond the aforementioned business hours, as necessary.
  3. It shall be the BMC’s duty to advise free of charge, prescribe medication, and administer free injections to staff members, including Bank tour staff, members of their families, including dependent parents, and retired employees. / their spouses who are members of the Medical Assistance Fund Plan, who appear during the prescribed time (the hours and / or the duration may be modified when the Bank deems it necessary). It will be the duty of the BMC to be available for consultation in its private clinic in urgent cases with respect to Bank employees at any time with charges at the rate prescribed in the Bank’s schedule. The fee schedule applicable to Bank officers/staff would be made available to the Bank to the BMC upon request.
  4. It shall be the BMC’s duty to provide the facilities mentioned in paragraph (3) above to the families of the employees who have been allowed to reside with them in the officers/staff quarters and the BMC will facilitate the recovery of the positions from the employees. interested parties to be credited to the Bank’s account at the rates prescribed by the Bank from time to time.
  5. It will be the obligation of the BMC to perform functions similar to those of a general practitioner, regardless of the qualifications (postgraduate or other medical qualifications) that he possesses / may acquire in the future. It will be the BMC’s duty to ensure that the qualifications it possesses or acquires in the future do not in any way prevent it from rendering the services required of a General Practitioner. If according to any stipulation of the Indian Medical Association, the qualifications held or acquired by the BMC, as the case may be, conflict with the Bank’s requirements as stated above, to work as a general practitioner, the BMC will be it is required to ensure that no obligation or responsibility for this account falls on the Bank under any circumstances and BMC will indemnify and keep the Bank indemnified at all times against it. BMC’s liability will be that of an independent contractor and not that of an agent of the Bank.
  6. BMC duties in RBI officers’ dispensaries/staff quarters, in addition to other requirements as mentioned above, will also include i. Treatment of minor and major illnesses for which employees and their dependents may go. ii. Treatment of emergency cases taken to dispensaries or at Bank facilities or outside Bank facilities and referral to the corresponding Hospitals, when necessary, even when such need arises outside of normal working hours. iii. Administration of all types of injections with responsibility for any adverse reaction if it occurs. As a general rule, the administration of injections by pharmacists should be discouraged in the absence of BMC. Train pharmacists to administer the simple, routine type of injections when the workload at BMC is heavy. iv. Major dressings and minor surgeries should be handled only by BMC. However, if the BMC is convinced that pharmacists have the necessary competence, they can handle routine dressings.
  7. The BMC is required to visit any member of the Bank’s staff in the Quarters whenever required by the Bank and to submit a report on their health. For such visits, a visiting fee will be paid according to the fee schedule set by the Bank.
  8. The BMC must issue a certificate in support of medical leave whenever necessary and endorse the certificates produced by the employees of other qualified physicians, after ensuring the authenticity of the case.
  9. The BMC is obliged to attend to the Officers / Personnel and members of their family in their residence when they require it and will have the right to charge them a visit or consultation fee, as established by the Bank taking into account local conditions. The visit fee/consultation fee, thus fixed, will include charges for the administration of injections, etc. BMC should not charge other fees for such visits.
  10. If and when necessary, the BMC must certify in the form that the Bank periodically prescribes on the health status and / or fitness for service of any employee or potential employee who may be selected for appointment at any Bank Office.
  11. The BMC must issue order forms (prescribed) at Bank approved pharmacies for the supply of special/expensive medications or injections necessary for curative purposes to Bank staff and submit copies of them to the Bank for payment of corresponding invoices.
  12. BMC is obliged to use its good offices to secure hospital facilities in the event that Bank employees or their families (for indoor hospitalization under the Direct Settlement facility) require such facilities at the hospital.
  13. The BMC must inspect the office facilities/staff quarters and officers quarters once a month and report whether they are kept in a sanitary condition.
  14. The BMC should perform prophylactic inoculations for typhoid fever, etc. and vaccination against smallpox when necessary.
  15. The BMC must present an annual report on March 31 of each year or on any date that the Bank decides on the prescribed form on the general health of Bank personnel.
  16. The BMC will be responsible for the proper storage of drugs and their distribution and will also be responsible for maintaining all the records necessary for this purpose.
  17. The BMC is obliged to advise on drug bleeding and to cross-check the stock balance and drug consumption.
  18. BMC is required to provide a professional opinion, including the reasonableness of the cost of treatment, in relation to the various elements of medical claims when referred to it.
  19. BMC is obligated to attend to any other work assigned by the Bank from time to time in connection with the administration of the Bank’s Medical Facilities Program and the Medical Assistance Fund Program, including dispensary facilities, that are generally performed/required by a general practitioner.
  20. BMC compensation is set at Rs. 850 / – per hour. However, the Bank reserves the right to review the remuneration from time to time. The fixed remuneration is paid monthly and of the total monthly remuneration payable, a sum of Rs. 1000 / – per month will be treated as transportation costs. Also, there are no retirement benefits to know. The pension, provident fund, or bonus will be paid to BMC, no license will be admitted to BMC, and bonuses/facilities will not be offered. Taxes on BMC income would be deducted at the sources based on prevailing rates and government notifications.
  21. In the event that BMC is absent from service, it is required to make substitute arrangements acceptable to the Bank viz. in terms of qualification and experience at your own risk and expense.
  22. The BMC will be under the administrative control of the Regional Director, Reserve Bank of India, Bhubaneswar Office.
  23. The BMC must comply with the code of conduct contained in Annex II.
  24. The contract will be valid for three years from the effective date of the contract, subject to acceptance of the above terms and conditions and compliance with the Bank’s code of conduct as indicated in Annex-II. There will be no renewal for the commitment after the end of the contract period.
  25. BMC’s hiding under the contract is temporary and cannot be claimed for regular employment on that basis at any stage or for wages and benefits payable to regular Bank employees.
  26. Either party may terminate the contract with a three-month notice or payment of a three-month remuneration instead.
  27. Any dispute arising out of/due to the contract will be subject to the jurisdiction of the Courts of Bhubaneswar.
